Last Stand Against Daniel's Development
A public
meeting to hear our objections to the proposed development at Daniel's
Department Store is going to be held this Tuesday, April 20th. Our three
local Councillors, Anthony Young, David Scott and Ian Potts, have agreed
to make themselves available to hear our comments - so let's turn up in
force and tell them what we really think!
Daniel's are planning to build a massive 137 flats above their shop -
towering over local houses by building up seven storeys. Very few of the
new flats will have car parking spaces and the access to the new
development will be through Broughton Road, destroying years of
campaigning to make our roads quiet and safe.
To encourage as many people to turn up as possible, two meetings will be
held - one at 3pm and one at 7:30pm, both at the Conservative Association
offices at 39 Broughton Road. The Councillors will report back to the
Ealing Council planning committee meeting in the summer which will decide
if the Daniel's application should go ahead. So it is vital that everyone
in the Home Zone attends one of the meetings to tell our Councillors that
the development is too much, too high and too ambitious.
Also a plea for everyone to write individual letters of complaint as soon
as possible. Households should have been notified of the Daniel's planning
application, and comments need to reach the Council by the end of April.

Zone Launch
Bring some bubbly (or something fizzy)
and a glass on Saturday April 24th when we will officially launch the good
ship Home Zone onto the rough seas of traffic congestion in West Ealing.
After years of planning and work, Ealing Council has promised us that
everything will be finished by then. It will be the beginning of living in
an improved environment, and we want to mark the day with a spot of
celebration!
At the same time Neighbourhood Watch will be holding a Crime Prevention
Day in the Five Roads. This is particularly timely as there have been at
least two break-ins into houses in the Home Zone in the last couple of
months.
People will be on hand to mark bicycles against theft, and an appointment
can be made to draw up an inventory of your other valuables (this can get
you a reduced household insurance rate).
Beesafe, a community service that helps with advice on home safety, will
be offering tips on making your home burglar-proof. And police community
safety officers will be with us as well.
For the youngsters, Ealing Fire Service will let us have one of their
fire engines on display and there will be other entertainment. So for a
fun and informative day, come along between 11am - 3pm along Broughton
Road. Burgers and buns will be on sale.
So What's It All About
The Five Roads Home Zone is more than
pretty coloured pavements and funny parking slots. For several years the
residents of Arden, Broughton, Denmark, Hartington and Hastings Roads have
been campaigning for a community scheme to address the problems of high
levels of traffic and parking on our streets.
Our Home Zone is one of about 100 across the country funded by central
government and which "attempts to strike a balance between vehicular
traffic and everyone else who uses the street -- the pedestrians,
cyclists, business people and residents."
Changing the look of the streets in the Home Zone through landscaping,
road signs and other measures is a way of encouraging drivers to proceed
with greater care and at lower speeds. The Home Zone means that people
living here should be able to walk around more safely in an area that has
a defined community feel to it.
On The Beat
Ealing police are getting new beat officers for the West
Ealing area to increase police presence. This is in addition to the
recruitment of our new Home Beats Officer, whose name and contact details
we will have soon. There are also two new contact numbers: Safer Homes
Squad 8246 9441 and Crime Prevention Office 8246 9569.
Share A Car
The Home Zone now has its very own car
club - where members can use a range of vehicles within a few minutes walk
of their home. And there is a special introductory offer for Home Zone
residents - three months' free trial!
Car Club members have a brand new Ford Focus parked in the Home Zone
which they can hire by the hour and book by phone or through the internet.
But once you join the Car Club you have access to a network of vehicles
across Britain - so if you go to Brighton for the day, you can use the car
club in Brighton.
Residents will have to pay a membership fee (£12 a month) and then
pay-as-they-drive (£2.30 an hour and 15p per mile). It's a bit like
car hire only hopefully cheaper.
The scheme is managed by Smart Moves who provide 24-hour call centre
back-up as well as full AA coverage.
And it's environmentally friendly. Smart Moves say a car club typically
shows a reduction of 16 individually owned cars per club - which should
mean fewer cars parked in our streets.

Planning Points
In a community effort to
stop the Home Zone being encroached upon by over-development, the Five
Roads Forum has formed an unofficial committee to work with Ealing
Council. The Council is working on several planning briefs to develop
sites adjacent to the Five Roads. These include the Arden Road car park,
office building on Uxbridge Road and St Leonards Roads, the Majestic wine
warehouse and others.
The development of these sites is potentially worrying for the future
character of the Home Zone after developments currently being built are
taken into account - Waitrose, Daniel's and Cavalier House.

From Broughton Court The council has agreed in principle to restrict car access to garage owners only, and to build a purpose built bulk rubbish holding area. It has a small budget for communal areas that we can bid for. In 2002 we bid for and got new gates and paths for the gardens. In 2003 we were allocated funding for new communal flooring. So what shall we do in 2004? Any ideas to the Broughton Court Residents Association via Neil Ashton. There have been several recent enquiries about window replacements. The windows are subject to review in 2004, with a possible replacement, if deemed necessary, in 2005. Jolly Hockey Sticks The Home Zone Challenge - street hockey on Sunday May 9th.
