OF FIVE ROADS FORUM AGM
13TH JANUARY 2007 AT 10.00AM

Minutes of last year's AGM: Approved.
Chairman's Report Lisa Hall: Waitrose flats / Gosai
cinema and Sinclair House are all under construction. Daniels expects to
open their store and have the first flats occupied this year. Daniels
application for a warehouse has been allowed on appeal although they
haven't started building yet. Access to the warehouse would be through
the same entrance on Broughton Road.
Crest Nicholson applied to build a house on the alleyway into Denmark
Road but was turned down at planning committee. It is the third
application on that piece of land in 5 years. Expect to see it go to
appeal. Although we have a good relationship with our local councillors,
they have no influence over appeals.
Broughton Court - last year we had reports of trouble with antisocial
behaviour there. There were subsequent meetings between the residents
and the police and the situation appears to be better. Residents had
been quoted £5-6,000 to have the hedge cut back but the police got
it cut for free through the community payback scheme.
Graffiti - through the efforts of residents ringing the council,
graffiti is being cleared up more quickly. Through the new Street
Watcher scheme, graffiti on the back of the Conservative Club was
reported on Wednesday and had been cleared up by Saturday. The hedge on
the corner of Denmark and Arden Roads had been reported and was
subsequently cut back. A bollard in Broughton Road which had been
knocked down was put back the same day.
Rat-running through Denmark and Arden Roads is still a problem.
Controlled Parking Zone - the increased number of cars allowed to park
in the CPZ will get worse as the Daniels development comes on line.
Neighbourhood Watch - Five Roads hasn't been involved in this
organisation enough this year. Harri Jenkins: Had inspected the Daniel
site with the plans and it appears to have been built according to plan.
Secretary's Report: Caroline Evans reported on the
success of the street party and thanked all those involved.
Treasurer's Report: In the absence of Mike Hallam,
Lisa Hall presented the accounts. Due to the profit made by the street
party this year (£214.76), the Five Roads bank balance at 31/12/06
was a healthy £715.99 (up from £537.23 as at 1/1/2006). They
money would go to plants for the planter boxes. Catherine said she would
like a rock to stop cars going over the little flower bed in Hastings
Road.
Street Reps Reports:
Kuldeep Gharatya for Arden Road: Most important is rat-running
- people driving on the pavements not at 20 but 30 miles an hour and
they are really impatient. Playground - the council should take
responsibility for cleaning it. Charmian Evangelides suggested using
some Five Roads funds to pay the children who live next door to tidy the
playground . Agreed by the meeting. Kuldeep suggested a rubbish bin was
put in the planter box. But who would empty it? Hartington Road has a
permanent carrier bag for rubbish in its planter box. There is a lack of
bins on the Uxbridge Road. Number 83 buses are very loud. Catherine Racadio for Broughton Road: Daniels
construction site tearing up the pavement. The planter box and the
raised table have been damaged. Crest Nicholson knows they will have to
pay for repairs. The work on the Daniels development affects TV
reception. Have to wait until the work is finished before adjustments
can be made. Rubbish at the corner of Uxbridge Road - Catherine and
others call the council regularly about this problem. Catherine
threatened to take a photo with her mobile of a man in a Mercedes who
was dumping tins of paint there. The meeting gave her a round of
applause. James Buchanan for Hastings Road: Encouraged people to
sweep up the leaves on the pavement and look after the front of their
houses. But not many people in Hastings Road take an interest in the
Home Zone, possibly because there are a lot of flats in the road. Asked
for a show of hands - only two other people present from Hastings Road.
Lisa said that we need to encourage people to get involved. Would like
the street reps to take more responsibility for their streets. Five
Roads had talked of putting together a welcome pack for new residents
but this had not got off the ground. Harri said that if people had ideas
for activities to get people involved, they should bring them forward. Isabelle Peacock for Hartington Road: An improvement
on the graffiti on the Daniels store and Craig House. Had spoken to
people at Craig House and asked them to do something about the rubbish
in front of the driveway. The drunks who used to sit on the wall there
had gone and the cans they left behind had consequently disappeared. The
council had cleared the rubbish near the garages at Broughton Court.
Isabelle asked about getting the council to resurface part of Hartington
Road. But Lisa said was likely to be low priority as it was not a
through road and not pot-holed. However she would make sure it was on
the council list for resurfacing. Charmian Evangelides for Denmark Road (in the absence of Will
Redpath): Proposed a vote of thanks to Pat Johnson who offered
to help people with their front gardens for free. Carried. Renata Walus for Broughton Court: There had been a
spate of graffiti inside one of the buildings - up the walls on the
stairs. Renata had rung the graffiti people who came quickly. There had
been a lot of rubbish lately with the high winds. Local newspapers are
dropped off for delivery and then the wind blows them around.
Hannah Mitsurski said that one morning at about 4 or 5 am, a coach had
sat outside the Conservative offices for about 20 minutes with its
engine running. Catherine said an organisation which rents an office
upstairs does trips for students. She would tell them to make sure the
coach driver switches his engine off. It was suggested problems like
these are reported to the Noise Control Team.
Costas Evangelides mentioned the noise of people leaving the pubs on
the Uxbridge Road. Kuldeep said he had once complained to the Kiwi
Kitchen about the music outside. They had been very helpful. It was
pointed out that these outlets want to keep their licences and residents
could now complain about noise and disturbance.
Election of Officers:Three new committee posts had
been proposed:
Community Liaison Officer who would keep in touch with other community
organisations (eg other residents associations). Isabelle Peacock agreed
to take this post.
Neighbourhood Watch Liaison Officer - Sy Comerford agreed to take this
post.
Planning Liaison Officer - there were no volunteers for this post.
Lisa Hall and Harri Jenkins were voted in as co-chairs.
Caroline Evans was standing down as secretary and she was thanked for
her hard work over several years. There were no volunteers for the post
of secretary, so Harri Jenkins agreed to take the post.
Mike Hallam was voted in as treasurer.
Any Other Business:
Costas Evangelides offered to take over the issue of rat-running and
campaign to get it stopped. Street Watcher Talk Sye Wyatt and Gary
Cooper from Ealing Council spoke about the new Street Watcher scheme.
Sue said that she had had lots of volunteers to be Street Watchers.
Ealing had 23 envirocrime enforcement officers and 10 monitoring
officers. But a Street Watcher was the eyes and ears of a road, could be
high or low profile. If there was lots of graffiti and rubbish in an
area, people didn't feel as safe. Street Watchers could report abandoned
vehicles / the lack of a commercial waste collection / flytipping /
graffiti / flyposting / gully cleaning / street sweeping. 90% of
graffiti reported was now cleared in 24 hours. Gary Cooper said he had
made a quick inspection tour of the Five Roads before the meeting and
reported a number of issues that could be cleared up - including an
abandoned television set and an abandoned computer on the wall of the
Conservative Club. Members of Five Roads Forum asked questions,
including whether it was possible to get the street sweepers to take
rubbish out of the plants and if there could be No Litter signs for the
corner of Broughton and Uxbridge Roads.
Goodbye was said to Hugh who was resigning as co-chair. He was given a
bottle of wine as thanks.
